Default tourque specs for riser bolts

Hey guys, thinking about pusing the factory mini-apes forward a bit, what are the torque specs for the riser bolts on the Crossbones. I have yet to pick up a softail service manual, only have the touring model right now

Damn, now I feel like a retard. The 4 hex headed bolts that you loosen to rotate the bars....which ones are those called?

OK, I went down and loosened the riser screws, bars wouldn't budge. I took them all the way out, the riser covers were stuck to the bars. I did notice under the bars, inside the risers there was a spring looking thing, but only on one of the risers, any clue on this, should there be one on both sides, what does it do?

The riser caps won't come off the bars either....

OK, the spring was my big concern, wanted to make sure one didn't fall out and go to the garage floor abyss. Is it just the knurling that has the riser covers stuck to the bars. I really wanted to kick the bars forward a bit, but didn't want to force them
