Sorry to hear about your accident....
Sounds like the Stealer is taking advantage of the situation....
He probably knows that your not going to let him repair it... so he wants to make a little money...
Will your insurance company send out their own adjuster?

Same thing happened to me today except the bike was brand new and was in the back of my truck.....Lesson learned......
