Heritage battery won't charge

Hey guys-

I have a 1994 Heritage softail and the battery does not charge.

I have done the following:

1) Replaced battery
2) Replaced regulator

I get 12.6 volts at the battery which drops to 12.48 when the engine is running.

I get 30-45 volts ac at the stator pins

The 30amp fuse block is testing good.

Any ideas why the battery is not getting voltage? The Stator seems to be putting out the right AC current?
