Thanks everybody for your time to respond. I found some time this past weekend. Used WD-40 and a flathead screwdriver - worked it hard and finally it came off. It looks like it was glued on from HD. Forums are great - Thanks for all your help.
I have a 2018 Fat Boy. I bought a willie G skull rubber brake pad to replace the original. The original doesnt seem to be glued on but I havent figured out how to remove it. Does it have a rubber nub that fits inside a hole in the pedal? Is this what is holding it on? The new pad has a metal plate on the back with a threaded hole and comes with a screw. Is the screw intended to replace the nub?
Thanks!
I was on the Softbrake web page looking for the Tombstone tail light and tag relocation bracket and came across a video of changing the brake arm. All you do is try and peel the rubber off as best you can and squirt WD 40 with the lil tube stuck in the spray head. While trying to lift the pad up squirt it as deep in as you can. Then just muscle it off. It will come because i did it. I was thinking i was going to have to remove the whole brake pedal.

Have you figured this out yet? I have my brake assembly off and trying to peel the rubber back also on a 2018 Fatboy. I will be trying WD40 shortly.
