I just put 4" curved (pullback) risers on my 2010 Fat Boy. Not sure how that compares to your 06 Heritage, but I didn't have to change anything, cables or wires. It only took me about 45 minutes.

Had I gone with the six inch, I would to have at least put on a longer brake cable, not sure about the clutch cable and/or wires.

As long as you are doing it, be sure to replace the rubber bushings with the urethane ones, it's well worth it!

That little bit of pull back made a world of difference in the fit or me.

I had 4" curved risers and a set of Krome Werks Sweepers and did not have to change out cables. If I had stayed with the stock bars it would have even been a better fit. You may need to loosen the clamp on the nacelle for the front brake cable and re-position it some. It is only about a 45 min. process to change the risers out.

Default Speaking of risers...

My Carlini "Boob Risers" HHR-1 were sitting on my front porch when I got home.
The photo doesn't show it, but they have a hidden set screw to help hold the bars in position.

Custom bars and cables in transit still though.

I've been thinking about taking the plunge and putting new risers, bars and cables on my bike. Haven't decided if I'm going to do it myself or take it to someone. Either way I agree with the others wait until you want to do bars as well.

I am in the process now of getting things together for a bar / cable swap. I haven't decided on 12.5" or 14" apes. Pretty sure I am going with 14's. My only hold up is Wild 1 or Burly? I have decided I will need +6 on my cables, so now it's just a matter of getting the stones to spend the money... LoL!
I would strongly recommend that if you are going to be buying cables, go ahead and look at bars too. If your not looking to go any taller, or a different style... then look into getting a chromed version of your current bars. I swapped out my stock heritage bars, with a chromed out version. Made a lot of difference in the appearance of the bike. Just my $.02.

You guys should do it yourself. There is a learning curve, but take a Saturday or Sunday and then you can see why they charge so much. You will quickly understand. Have a buddy around to help in case thing sgo wrong. the cost of this is lunch and a case of beer or whatever they drink, although I never provide alcohol during installs on MY bike. LOL
