One thing to consider. Starting in 2009 (I think) the factory windshield on the Heritage got about three inches shorter than previous years. It works for me, I actually like it better but if you're taller it could be an issue.

Used to horse back ride/endurance ride up that way near Whiskey Town. More of gods country up there. Stay in touch. Meeting some where off I5 could happen. Head that direction from time to time.
I have an 06 fatboy that now has a detachable fairing. I did multiple trips without a windshield. Then got a windshield and thought it did it job well. This last fall got a fairing for two main reasons. First is that it covers the hands with up here in the northern midwest is needed so we can extend our riding season and I wanted a radio for long trips. The only difference I noticed is the protection on the hands, both cold weather and rain protection. Otherwise the adjustable HD windshield compares well to the fairing. I would recommend what others said and test ride as many as possible with different windshields and seats. By the way I am 5'11''.
Another thing to consider is 'chaps'. I took off this morning, 45 degrees, had my chaps on and they do wonders. Those and a good set of gloves and you're set.
