I am in the process of doing this myself. What I wanted was a little rake, the fl style front end and a 21 x3.5 wheel on the front. So, I ordered a set of Hawg Halters raked trees for an FLST ( 4 degrees) then went on ebay and bought a set of take off fl lowers that were were checked and polished for like $100 and then got some after market tubes and internals. So far, everything is good, have the front end mounted, still waiting for the rest of my parts to come in so I can complete the face lift.

Footpath, could you have used your original fork tubes and lowers? Thinking of doing the same thing and was wondering if I can buy hawg halters 4 degree rake trees for fl (as you did), and using all the rest of my original front end including wheel and calliper. Would this work?
