Default Fuel gauge

I have a 2002 Deuce FXSTD CARB not EFI. The fuel gauge quit working it lights up so it is getting power. Can anyone tell me how to troubleshoot the system with out just changing parts. I guess it can only be the sending unit or the gauge what do you think?

It could be the float is hung up on something. My 05 Softail standard is stuck on full and I know how many miles to a tank I get, so I just reset the trip odometer everytime I get fuel.
