Default Deuce Fuel Gauge Problem

I've have a 2001 Deuce (EFI) with 5,600 miles.

Fuel gauge constantly shows tank is full (regardless of tank fuel level).

When ignition switch is in off position gauge gradually drops to empty (appears to function properly).

When ignition switch is turned to "on" position yellow "low fuel" light illuminates until gauge rises past shaded section of gauge scale (appears to function properly) and gauge rises to "full" section of scale (as if tank were full). Normal sound of fuel pump and pressurizing is evident.

Otherwise, bike runs normally.

Does this sound like faulty fuel gauge; or a faulty fuel gauge sending unit/faulty float?

If not clearly one or the other, are there any tests I can run myself to further diagnose?

Thanks for any assistance.
