i have one question and please excuse my ignorance in advance.
is the "evo motor" aftermarket or factory? i only ask because he lists it like a add on.
I'd offer a bit less and see what happens. Start at $6000 or so. The evo motor is a stock Harley motor 80". It came out before the twin cam. Check for base gasket leaks for sure. Be aware tah older bikes with little in the wya of mileage have been known to have dried out engine gaskets that can bust open and leak sometimes.
Yes, Softails came with the 80 inch Evo motor untill 1999. As stated, they are 80 inches or 1340cc's with 5 speed trannys. Since its got low miles its not a bad price, but I would do as the Dr. mentioned and start at 6K and see what happens.
99 with 10K miles...thats less than 1000 miles a year. Means the bike sits more than it rides. Definitely check over the motor good for leaks and worn/dry gaskets. Also be sure to test ride it to make sure it runs smoothly.
Hell, I put on more than 1000 miles over the winter alone.
I agree with the others. Start low and work your way up. The bike is pushing the limits of "too" much custom. You never get all that money back out of custom stuff...and chances are there are things you already want to change on the bike that is not to your liking.

Rubber seals are cheap and usually easy to replace if you do it yourself. The important gasket (head) is metal. Other rubber parts like the fuel line probably should be replaced as well. I would also check the date of manufacture of the tires (it's stamped on the sidewall). If they are over 5yrs old they should be replaced for safety reasons even if they are not worn - the rubber dries out and can crack - they can sometimes blow unexpectedly.
I bought a 1999 softail (a few yrs back) with low mileage and the problems where rocker gaskets (no big deal) and base gaskets (big deal) and leaks around the stator plug along with the stator itself (no big deal) Also check the fork seals for leaks. As mentioned, when old bikes have low mileage, that means they sit and gaskets dry up and leak.
