I just got this '99 FXST and when I got it home, I started it up and this started leaking like crazy, no squirting out, just a constant drain of gasoline.
If I'm correct it's supposed to be hooked up to a vent tube... so what is it? It's underneath the carb and pointing left on the picture.
Old gasoline turned to a varnish like consistency causing the float to stick.
A carb re-build kit includes all needed gaskets to disassemble/clean and re-assemble the carb.
Smack it with a wrench, serious, if that didn't work remove the float bowl bolts and check for junk in there. Turn the petcock off before hand.
once the bowl is off, spray all that junk out real good with carb spray NOTE: Do NOT get carb spray anywhere on your bike, it will kill paint and other finishes fast and permanently.

It is leaking while it runs? Yeah, dismantle is in order, as the shaking of the bike while running should be enough to knock the float free when running (so banging it with a wrench probably won't work).
The picture is not displaying for me, so I can't see what kind of carb it is. I've dismantled my previous bikes CV carb A LOT, and there isn't much mystery there - a very simple device, and the gunk will be obvious. Just be careful with the float bowl gasket. They can be a pain getting back on nicely.
Buy yourself 4 new float bowl screws if you don't take the carb off to do the work.It's hard to get leverage on the back 2 screws.Clean mid and main jets also.
I would run a few tanks of gas thru it mixed with seafoam in it to clean out the rest of the carb and fuel system. This stuff works great, I had a quad carb that was gummed up from sitting to long and two tanks later it was running like new.
