Default Rocker C Lowered ???

How can I tell if my Rocker is lowered? I bought it used and I just have a feeling that it was lowered by the guy who had it before me. When I pull out that flip up seat its pretty close to the fender. When I look at pictures online that seat looks really high from the fender. Heres a pic of my bike and a stock one a pulled off of the net.

Looks good. I like the lowered look... I've kicked the 2" drop idea around in my mind more than a few times!

Unless the factory bump stop has been pulled I'm pretty sure the pass part couldn't hit.
