It does sound like a bad ground.
The most common problem is the battery ground cable to the frame just under the seat.
If that checks out you may want to pull the console cover and take a peek at the wires to and from the ignition switch with test light.
I has to replace the ignition switch on my '95 Heritage when it was less than 2 years old.
try your volt meter on the bat when you try to start it , sometimes it will set at 12 v then when you try to start it [ putting a load on it ] it will drop to like 2-3 volts , also check your fueses , could be a corroded wire in the end of the bat term wire
I would check under the console. Just one nut holding it in place. Be careful lifting as there are a bunch of wires in there and you could scratch the tank. I was on a road trip a few years ago when out of nowhere my bike shut down, lights and all. After duck walking it a few hundred feet to get off the road I started checking everything. Sometimes when switching the ignition on everything would work. Then off and on again and nothing worked. I checked under the console and found the plastic connector for the wiring that attached to the ignition switch was melted. Being an electrician I soon figured out how to wire it through the ACC wire and was able to finish the next 3 days of the trip.
