Did mine with 3 coats of satin black and cleared with a matte clear.. so far so good.

 

My bike came with blacked out lowers but gravel/sand chips had made them sparkly. I sanded and painted them with John Deere blitz black. Not quite flat black but I'm happy with it. If they chip again I'll rinse and repeat.
