It's not uncommon to see a tube in a spoke wheel.
Here is the info i got from my friend on the tire. Wild Flare 130/90 16 WE-920-R.
I just met the owner that night so I don't know him that well. He didn't seem upset with the tire manufacturer or try to lay any blame and I'm not trying to either. The conversation was brief and focused mostly on the blessing of his safety. If I happen to see him agin I'll try to get more info on the specifics.
