Default Screaming Eagle II

I have a 2006 Heritage Classic. I purchased a set of staggered Screaming Eagle II slip on mufflers with removeable baffles from EBay. They are extremely loud and not EPA compliant for California. I've wrapped them up in cloth, but they are still too loud. I installed the Thunder Torque inserts, and it did not help. Any ideas how to quiet them, without having to buy another set of baffles?

New pipes.

They are just loud pipes. I had the two into one version and it was much louder than my FatCat.

I threw my 2003 SEII's in the trash.

The original SEII's were basically sound amplifiers.

No back pressure at all and sound that made me ill.

Have the SEII's on mine.... love the sound... but that's a preference. Don't know of any way to quiet them

I had the SE IIs on mine that are 50 state legal. Slightly louder than stock.
I later went with the Freedom Performance Declaration Turn-outs.
I'm running both V&H quiet baffles along with Hard Kore baffles.
Look great and the sound isn't much more than the SE II California legal ones were.

Red face welding cat to baffle

Is there a way to cut a piece off the existing baffle and weld a cat of the appropriate circumference to it? Anyone know where I can get just the cat that will fit a baffle that has an outside diameter of 1 3/4 inch at the mouth?
