Could be dyed leather. With such a small picture, who knows.

I wouldn't doubt that what you see there is a peice of stamped steel, plastic, or fiberglass attached to the saddlebag.

My guess is bedliner paint. Sure does look good.

Could also be a piece of white leather glued or sewn on the bags.
