Lever is not completely engaged, only half way. That is the same position the fluid returns to the Master Cylinder, any trapped bubbles (tiny) move up into the resevoir.
The first thing that happens when the lever is moved is that the brake line is shut off from the reservoir. So there's no way for any bubbles to get to the reservoir.
I'm not saying the technique never works, but that perhaps Hopper's explanation of how it works is more accurate.
