My slightly used 2012 Heritage came with the current HD tuner (SESPT). It also had been dyno tuned by the local dealer.
It was ok power wise, and it was getting a whopping 30 mpg.
I got a Power Vision from Fuel Moto and have only done 6 basic auto-tunes on it so far. It has much more power, is running cooler by 30+* and the last two tanks have been at 39 mpg.
Don't think you can do better than a Power Vision from Fuel Moto.
If you're not looking for much performance increase, a stage 1 without new cams (but with a tuner of some kind) is still a good idea because your engine will run cooler and you may like the sound and look of the new pipes and AC better. But if you get cams done too, it depends on who does the work, how much they charge, which cams, etc.. It should be in the range of $1000 give or take for labor, parts, dyno run. That's on top of the stage 1 parts, labor, etc. The downside to cams is that your mileage will suffer some.
I spent $850 for the exhaust, AC & Fuel Pak. I don't know much about how much extra power new cams will give me. I will have to look into it - but not sure I want to more than double the cost of my Stage 1.
Fuel Pak does a good job if you are not doing future engine mods. I run the Fuel pak, Rush slip ons with 1.75" and XIED's with a Arlen Ness Big Sucker air cleaner (stage 1) About $800 total and my labor for about 6 hrs to do the whole project incl the tuning. I started the bike and it made 1 Hick up", the ECM picked up the tuner and hasn't missed a beat in 9000+ miles. Fuel pak gets a negative rap for some reason, but I have good luck with it doing what it is designed to do. MPG almost 50 mpg, engine runs cooler and performance is improved.

Did not know you had already gotten a Fuel Pak.
For about $100 pick up some XiED's. Click HERE for info on them.
The Fuel Pak will take care of the tune in Open Loop, and the XiED's will take care of it in Closed Loop (where you do most of your riding).
Update - Fuel Pak installed & set in less than an hour. Programmed as instructed, based on model and particular exhaust. It was a breeze.
Took the bike for a spin - Wow! I love the sound, not too loud but you can hear me coming, with a nice deep rumble, no hesitation and increased power in each gear.
