no there are ways to make it sit close to the fender. it doesnt have to sit right on it but as close as possible is what im looking for like on the silver bike. that is a swingarm mounted fender
That silver bike is slammed so there is a small gap to the seat unfortunately the lower it goes the more like a ridged it will ride when it hits the stops
