Wondering if anyone can help me determine what kind a handlebar that is used on the custom duece in the picture.

Have checked the internet, but can not find this handlebar on any site

Sure, take his bike which is low and sleek and rather stunning, and put on apes to give it a profile more like a fire hydrant.
