98 Forward to Mid controls right side issue?!

Default 98 Forward to Mid controls right side issue?!
Howdy Fellas!

Working on my dyna yesterday, and my wife was working on her sporty (going from Forward to mid controls) when we hit a snag! The right side (Cam-Side) bolt that is in the place of the foot peg/brake mount does not want to come out...it free spins so what gives? any ideas!? Been running through the service manual, but can't seem to find anything so far. Figured I would ask...tried to search through.

Isn't there a nut and a cotter key that keeps the nut from falling off on the inside end of that fastener?

Makes sense...Great, 10 min. turned into a couple hours haha. may as well flush the rear brakes while we are at it. Thanks!
