Default Help with accessory power

I purchased "Electrical Connection Upgrade Kit-72673-11 Part Number 72673-11" with hopes of powering my USB port on my 2016 sportster custom (only with the key turned on). When I connected it I found there are 3 wires. One is ground, the second is constant 12v, and the third has 12v with the key turned on. I thought the third was going to be for accessory power but when I turn the key off it still has 1.17v. I think this will still drain my battery.

i would have just purchased a piggy back fuse
plug it into a key'd fuse - plug normal fuse into that then the other fuse for the usb
then wire up the usb cord to said piggy backed fuse

Why don't you add a $2 switch to the wiring? I added a dual USB port and had the same issue of constaint drainage of battery. Added a switch and keep it always in OFF position and turn it on only when I am plugging my phone for charging while riding (say following phone GPS or Google maps for longer duration).

I also have a battery tender as well. You will thank yourself for this $25 investment in longer run.

I am a daily rider and I'm forgetful. I currently use the battery tender method but would like something that shuts off automatic. I've used the piggy back fuse before on a non Harley. I was hoping to use this accessory connector for that purpose. I would gladly use a piggy back fuse if someone would recommend a location on a sportster. I am confused what this connector is used for since it has constant power. It seems wrong for the one line to go from 12v to 1.17v with the key off.

I used a piggy back wire onto the headlight wire to power my usb charger.
That way it is only on when the ignition is on as well, to prevent battery drain
