After many swear words and half of my front end of the bike laying in my garage i got the bolt out, definitely bent! Gonna just buy a bolt set and... Maybe new bars just for S&Gs. Kinda bored of the semi drag bars, want a different look. Hopefully my problem is solved with bolts!
Changed both riser bolts, it still is crooked by about 1/8-1/4 inch. My risers didnt seem bent tho, not sure whats going on, could it be the bars? I measured them but i guess that doesnt mean much being that minute but they dont seem bent, i got it all put back together, ill prolly ride it for a couple more weeks before winter. Just kinda would like to have a even setup...
You would have to strip the bars down and put them on a flat surface to really tell,looks like you hit hard so the bars could be bent.
When you go for a ride take it easy to make sure their is no wobble,and after a bit check your bolts again.

My risers didnt look bent when i had it all stripped down, i put them on a flat surface side by side and they looked fine, so it must be my bars. Thing thats weird is its lookig down at the bars while in riding position, using the fork spring caps as a guide its off.
I think the bars are tweaked to,it is hard to say siting here,you would have to take the bars right of and check them on a flat surface,on a good note if it is the bars their are plenty around real cheap.
Found something very interesting out cruising google, being these are rubber mounted risers they will tweak and a little tweak down there is amplified by the handlebars. you can strong arm the bars a little one way or another and get them straight. Im gonna just replace the bushings with poly ones. But if anyone else has this weird issue, just strong arm the bars a little bit and the bushings should kind of "reset" crazy after all that its something so simple.
I had a similar issue on my 2002 Sportster and bought new risers. Installed them and the bars were still crooked...realized after lots of trial and error that if the riser bolts aren't tight enough, those bushings will allow the bars to move slightly. Once properly tightened, they stayed locked in the right position.
I just took everything back apart, one of the rubber bushings is split. Glad i just ordered some! I never even noticed it when i put it back together last time.
