Do wheel types make a difference?

Currently constructing 19" with DID aluminum rim 2.15" with with using 21", 2005 hub, painted bare steel spokes with aluminum nipples, fitted with 90/90 tire ,which is more narrow than 100/90 tire,
Entire center groove is filled with RTV sealant to run tubeless tire.
Prefer heavier aluminum cast wheel for straight highway, heavier weight is more stable with less response to pot holes.
