It all depends, each coastal environment has varying levels of chloride in the local atmosphere. At least that's what I remember from an oceanography class.
Looks like a third party windshield to me. I've got the HD detachable windshield on my 2011 1200C and the clamps have two, thin curved gaskets in each clamp (part # 58791-04). The OP's photos show one large, wide gasket in each clamp.
I've had my windshield for 4-5 years. Bike has been stored in a shed, outside under a cover (usually) and now in my garage. No problems except from my own neglect. I'm not OCD about my bikes appearance.

If your garage is dry how did the blanket get wet, no heating I'd wager? Spend a little time on the bike sorting it out, sell it on and shut the door quietly on your way out. Harley-Davidsons are 'warts 'n' all type vehicles and need more care and attention to detail to keep them up to scratch than other marques. Adequate preparation before throwing a blanket over it and abandoning it for the Winter would have prevented the frustration and disappointment you are now experiencing.
A little toil, the correct cleaning products (you've already had some good suggestions) and good old elbow grease and she'll be back up to scratch. Lesson learnt hopefully? Whether you agree or don't, sympathy will undoubtedly be wearing a bit thin. Harley-Davidson have told you they are doing nothing, it won't sort itself. Just crack on and sort it and let us know how you get on would be a more productive and interesting pastime rather than 'splitting hairs' on here! If you stick with it, next year clean the bike thoroughly and spray it with ACF50 before laying it away and all it should need will be a wipe down when ready for it's first Spring outing.
I can wipe a layer of salt off my exhaust shields at the end of a ride almost every time. You can even taste it.

As to the OP, I have the exact same issues on my Sportster (See my post in the detailing section). Use some steel wool and then some chrome polish. It should clean right up.
My chrome forks look very similar and my bike got rained on a ton. So "never rained on" is suspect.
Can you give us the Harley part number of your windshield? I'm not seeing any windshields listed on the HD site that match the little bit of windshield shown in your photo. Is the windshield a third-party windshield? If so, your beef isn't with HD.
