I really like the bike...been thru the touring bikes and love those too, but I just ride on weekends as a hobby so got a smaller bike and smaller debt lol, but it needs a kick and some character. That's why I did the Stage 1 and tuning with air flow filter, but needs that rumble. Might just get the V&H and go for it. I've been told as long as you're not over the top, shouldn't have a problem as far as DB level.
Why do you need a shop to install a couple of mufflers ? Four bolts and two clamps isn't very difficult to do . One tip though , use some high temperature anti seize compound so that you can quickly swap your V&H loud baffles for the V&H " quiet" ones . If you don't you'll be messing around with a slide hammer for ever trying to knock them out . Like I did ! 😥
Even if you install the exhaust, you are really limited on tuning. From what I understand, the CA legal tuners dont do much. Thats why they offer tuners and CA approved tuners. I wont say what I would do, but I would own a standard tuner not approved in CA to obtain all the benifits of tuning.

Nice!!! If you didnt order new exhaust gaskets youll want to do that too. They are only a few bucks, but you need the thinner performance ones. Vance and Hines sells them as well as Harley dealers. Good luck. I think youll be surprised how loud these pipes are!
I have an 18 Sportster XL1200XS. Just did a Stage 1 but still feels held back. What can I do to give it a little more power? I've been told get aftermarket slipons but I'm in CA and can't get V&H or any other slipons over 80db. What are your thoughts...
Not all Stage I's are created equal. Most give some improvement, but to get a great improvement you'll need to do a great Stage I. Read an overview of the difference between the run of the mill, so-so Stage I's and what makes a Great Stage I at this LINK.
I see you have some V&H slip-ons coming in. Take a look at what you should do with them to get them to perform well (and be a bit deeper tone/quieter) HERE.

Regarding Cali law and sound levels...ride respectfully in neighborhoods, in dense traffic, and around cops, and you should have zero issues with whatever exhaust levels you want to run.
Bummer so I got talked into a Stage 1 that's meaningless without the exhaust. Bummer. Thanks for the info. That's more than I got at Harley service. My fault for not doing homework on this first before deciding. Like always, lesson learned the hard way.

Of course the dealer didn't tell me about the slipons being a necessity after doing the tuning and installing the high flow filter. So I made alot of noise yesterday but didn't matter of course. Which is weird cause I always go to this dealer. Oh well.
