My daughter is getting a 2004 but she is maybe 5'1" and a inseam of 27" bike has forward controls that she loves, the extended reach seats i find on line ( Solo seats) will only move her an inch to an inch and a half. i dont think it is quite enough suggestions other than mid controls??

I am also short, with an inseam of 27". I can flat flat foot my 2007 sportster 883 Low, and I find I have better control of a Sportster with mid mounts than with forwards.
I sat on other Harleys, and often I could not reach the forward controls with my short legs.
She can probably easily swap forward controls for a set of mids, which I don't think are as popular as the forwards.
I have an 11 Custom that had forward controls. I switched to mids for better control and I put H-D highway pegs where the forwards mounted. Makes for a more comfy ride on longer trips as I can move leg positions.
