Did you ever figure this out? Ive got the same issue on a buddies bike and Im just about stumped at this point. He has an fp3, but getting no power to the data link. Ive also tried plugging in my tuner for my bike and it doesnt power up either so I know its not the fp3
Can you confirm on the plug of the FP3 if there is a wire to pin 5 or pin 6?
Pin 6 is always on and is fed from the P&A fuse. Pin 5 is Accessory Power from pin M2 of BCM.
Confirm pins in DLC have not been pushed out? Even though there might be power if any of the data pins are not connecting the tuner will not work.
Check on the DLC connector positive of voltmeter to pin 6 and negative lead of voltmeter to pin 2 with ignition on or off should be battery voltage. Then check with positive lead of voltmeter to pin 5 with ignition on and off. It should be battery voltage when the ignition is turned on.
By connecting the negative lead of the voltmeter to pin 2 on the DLC connector you are confirming both wires are good.
