check out https://pinwallcycle.com/ to get an idea. FWIW brand new wheels from HD are as low as $330/ea on some models so that is worth looking into also if used prices are high.
Congrats on your first post to HDF, Welcome to the Forum.
I expect you should pay as much as the seller wants. Look on Ebay, Craigslist or in the classified section here on HDF to get an idea of what the asking prices are. You also need to consider what year 883 you are purchasing for as there may be wheel bearing size differences and you did not provide the year of your bike.

Probably around $600-$900 for a set in good condition (may need to be polished up if in the lower price range). Keep your eye out for a set of take offs or look on your local Craigslist.

Watch for corrosion on the front wheel rim, on the inside of the bead. I have the indy/tire shop use bead sealant on the front rim when I change tires. I think the salty air I ride around in gathers along the rim, then penetrates during fog or wet riding. I don't seem to have the problem on the rear wheel.
i see F/R (16/19) 9-spoke mags pop up on the @chopperswapper instagram from time to time. personally i wouldn't pay more than 500-600 for a decent set of mags.
