I bought a 1998 Sportster that has been stripped down electronically. No blinkers, horn, speedometer, etc. I need to put blinkers back on the bike. The wiring is all gone obviously. I do have the lights, just need to figure out how to install them. I still need to find a switch the will work. Is all I need is a switch and lights? Is there any other module or electronic devices required?

Google searching for wiring diagrams or a service manual would be helpful for you to see how they were wired in a stock situation. To make the blinkers run you'll need:
- the blinkers
- momentary switches to operate the blinkers (can be stock hand control pods, or there's a lot of aftermarket solutions that would look cleaner)
- blinker module (I'm running a Signal Dynamics turn signal module, works great with LED blinkers)
- fuse for the +12V supply to the blinker module
Blinker module is the brain, momentary switches are wired to the module to activate it, which sends signals to the blinkers. Frog clips are handy when wiring this up since you'll want to test and make sure things work before soldering or securing wires. I used some Duetsch connectors for my blinker setup, hard wiring everything in is fine as well but makes the system harder to service if things need to be repaired or modified down the road.
Why would you want another fuse over and above what HD supplied? The existing circuit powers the turn signal module from the accessory fuse such that I believe you can turn on the hazard flasher and remove the ignition key.

Not much on this bike is "HD supplied". OP didn't share many wiring details other than that there are no accessories so I'm assuming the stock fuse box is gone, I'm not seeing any stock wiring components other than the coil here. But you're right, it would make no sense to have 2 fuses on 1 circuit. My best guess since there doesn't appear to be a fuse box is that the ignition, headlamp, and tail lamp, are all just on a breaker.
