that's a standard screw-in thread for Harley tanks... Only difference is the top and threads are solid..(no ratchet free spinnning) when the cap is screwed in tight. that would be the reason for the additional "o" ring as mentioned above.
Secondly, yes it's a vented cap of which you need... helps prevent the vacuum from building in the tank as fuel is being used.

I was just looking through the j&p catalog and seen that they carry them also and it is about the same price outright. so I would not get in a bidding war ove that one

Just looked at J&P online ant that one states that it fits 1982-E96. I am assuming that e96 means early 96. Anyway it is listed for $86.99 They also have this in chrome for $115.99
