My three and one year old will not see any bike time until they are old enough to ride there own motorbike (dirt bike). If the kid can ride on there own then you know they have the proper gear to be a passenger, DOT helmet, not a bicycle helmet like I have seen way too many times.
All it take is once slip and you can never take it back. Its your call, or the better half, just make sure he has the correct gear.
My 8 year old rides with me. But he is also wearing a full DOT helmet. and leathers. He knows what he is sposed to do and what he can't do while he rides with me. I also have a backrest just incase. He holds on tight enough that I don't think he would just fall off. I can barely breathe sometimes. I have to remind him to loosen up a bit so I can breathe.He leans with me, not agenced me. He also doesn't get on the bike or off until I say it's ok. I know here in Minnesota, they just require that they can touch the pegs. And of course wear a helmet. But it has to be a motorcycle helmet. Not a bike helmet. That goes for anyone under 18. I tend to ride a little more cautious when I have him on. And I don't take the freeway.
I saw a kid, about 10 or so, on a poker run last weekend. She was wearing some kind of massive harness that had a weight lifter style belt that attached to the driver. It kinda sucked for her because everytime they stopped she had to drag around this huge belt in front of her.
11 is not too young. Then again, I was riding with my brother almost before I could walk.

I saw a kid straped down to the seat of a bike with a bungee cord at a poker runlast year... and the kid was sound asleep too... I think it was on a R/K. People need to think about what they are doing when their children are on a trip with them...
I think 11 is okay. They're old enough to understand what you're telling them they can or can't do. Sounds reasonable to me, just don't ride like an *** with em.
my dad took me for rides when i was 5, on the tank side.. my 8 yr old rides behind me now.. she wears a helmet, and really enjoys it.. we have gone as much as 15-20 miles on 45mph and less speed backroads. my 5 yr old gets jealous, cause the few times i have given her a ride she has been on the tank and only around the block.
my 8 yr old is experienced though, she has had a suzuki mt50 since she was 6, and they both ride a honda atc70.. i grew up with toys, i figure it didnt do me wrong.. heaven forbid anything would happen to them, but you can get hurt ridin in your car too..
