Not sure of your specs for the bolts that have running lights on them, but do they provide enough light? \\; And how about a brake light? \\; There are standards for tail lights, brake lights, reflectors, turn signals, etc.

Those lights are a definite ticket waiting to happen. Round up a simple side mount bracket and taillight from ebay that bolts to the axle. Problem solved and you are legal and much safer than your plate bolt bulb idea.
