All I can say is 1431 seemed right for my 05 Sporty per Turbota from XL Forums suggestion. There is a great thread over on XL Forums discussing the TC88A and it has been said that the 06 Sporty is different in it's VSS setting. I see Turbota suggests a setting of 1682 for an 06 or newer 883 Sporty with stock gearing http://xlforum.net/vbportal/forums/showthread.php?t=18702
I dont really know either other than what worked for me and I am running the Turbota mod 35 map. The documentation I downloaded from Daytonas web site, including the VSS tables, just a couple of months ago for the TC88A are labeled TC88 not TC88A so I know their docs are not current.
I think what you are referring to is the PC Link TC88 software instructions. The software is for use with both the TC88 and the TC88A but in the instructions it mentions that certain functions are for only the TC88A such as the VSS settings where it shows the table.
