Lowering Front Fender

I just bought an 01 883 Hugger and would like to lower the front fender a bit. It looks a bit dirt bikey to me. It looks as if I could only get about a half inch closer to the tire redrilling new fender mount holes, because after that the contour of the attach arms changes. Do they make a bracket for that? How close to the tire can the fender safely be? I'm new at this.

Simple fabrication. The bikes I build, I keep the tire to fender clearance at .3125" which is about 5/16"

I lowered mine. I taped a plastic hose to the top of the tire. I forget the measurement. Then lowered the fender down on to it. Mark the wholes in the existing bracket. Drill them. Put the fender back on and it looks alot cooler.
