Did you reinstall the spring steel washers between the pegs and the mount? If so, you may want to remove them and try putting them in a vise and bend them a bit more. You can also try adding an additional spring steel washer to each peg. You can get them from the STEALER for the rip off price of $3.00 ea.

What ^^^^ cHarley said. There should have been a spring, (Bent washer type thing) in between the mount & foot peg to provide tension so it does not vibrate down. You may need to bend them more if you put them back in, or get new ones to put in there.
I have recently put new after market HD pegs on my bike. The passenger pegs keep vibrating down. Any secrets out there on how to keep them up. Thanks
If memory serves, there's a little funny shaped washer that goes in between the clevis and the pin to help prevent this. I haven't pulled the rider or passenger pegs off a bike in over a decade so I don't remember if those things are there or not - but they are in every set of highway pegs I've installed.

Also, torquing them to spec will help A LOT.
Well this is the 2nd suggestion here regarding torquing the thing.
