I've looked into that too with my very short inseam and all. Unless, I missed something, I'm afraid what pr_capone suggested is about all you can do. Kuryakyn makes offset footpegs but they are designed to mount either on the downtubes or an engine guard. They are not designed as primary rider footpegs. HD markets something similar which mounts in the normal forward control location, but again, are designed as forward "highway pegs" to suplement mid controls. Both also come in fully adjustable varieties, too. I think it's workable, but custom fabrication would definitely be involved. BTW, my 26" inseam/ 28" leg length with HD branded Reach Seat works just fine for my short-*** legs. I also have 11" Progressive shocks to help me reach the ground better.
A seat that moves you forward would be what I tried first. If that doesnt work go with mid controls and put highway pegs on for when you want to strech out.
