I don't think that thing is OEM. The PO most likely installed a battery tender lead and used a connector he had laying around. Test it with a meter, if it shows about 13.4 volts, that's what it is. Put some liquid tape on the wires.
Definitely what it looks like, but that green wire looks awful! Definitely +1 on the liquid tape before something shorts out. Doesn't Harley have a bracket that goes with it so it's not just dangling against the motor?
The one thing that's weird if it's a cig. lighter is the use of 3 wires. All that's needed is a +V and a ground (2 wires), and if the metal case is mounted to a grounded point on the vehicle, only 1 wire would be needed (as is typical in most cages).
