To lower the Sportster Low via shocks is easy to do. Just change out the stock shocks to a shock with a shorter length. The problem comes at the loss of ground clearance/cornering ability and the loss of some comfort due to the reduced shock travel from the shorter shocks when going over bumps. The kickstand might have to be altered as well if the bike is lowered too much and you can only lower it to a given point before the rear tire comes into contact with the rear fender and you dont want that to happen.

Again, using a shorter shock would probably be your best bet and easiest way to lower the bike and the expense would be whatever the cost that you would want to spend on a shorter pair of rear shocks.
