That sounds about right, the largest I have is a T40

I took mine off the first week and have had passengers a plenty with no problems, you'r passenger would have to have the big old 12" bell bottoms to ever have a chance of getting into the belt at that point and where the passenger feet sit it's no where near a pully so at most it may chaff the pants, not pull them in.
Remove it, it looks a lot better and is no safety issue.
