Just found in the manual that applying current to the fuel pump fuse should activate the fuel pump so I'm not sure now if a relay would have anything to do with your prob. Sportsters are known to have corrosion probs in the fuse block in which case you'd need to clean. Sorry I couldn't be more help but I'm sure someone else will chime in who may have had this same issue.
