I have been having the same problem, I found that if you go to the back side with a screwdriver and push in around the edge by the ball but on the on edge of backside of mirror, all around , it tightens it up, give it a try!
If Sloghog's way doesn't work, just adjust it the way you want and put some super glue around where the ball fits the mirror housing. That will keep it in place for a long time. Please clean with alcohol first.
Local auto parts store and buy the green loctite. It's designed to WICK into places. You can clean the ball area with alcohol and blow dry then take a toothpick and apply some green around the ball. It will wick into place and tighten up the fit. Had a buddy with an older, very old, gold wing and the mirrors, both, did the same except his was worse as even sitting with engine off they would not hold the upright position set by hand. He did this and they hold perfectly now.
I've used this on my rear foot pegs on my sportie too when they seem to flop down at highway speeds and vibrations. I applied it 2 times in a few days to the pegs and now they are nice and tight into the up position but allow you to move them downward for 2 up riding.
I'd not throw the mirror away. This is usually an easy fix.

YEAH! Green on those...not good. I'da used the purple. Anything firearm related the purple is the stuff.
Never mistake GREEN for your average hold stuff. IT is wicked but in the right places it is what it takes.
