I have the Vance and Hines Fuel Pack on my 2010 48 and it works great Zero problems. It looks like in the fitment section the same controller will work on yours too.
If you have inspections in your state than do the approved one cause if its approved in Cali than its gotta be good in every state that does inspections.
Yes it is all plug and play...Very easy install. You will need to use a HIGH flow air filter and a high flow exhaust.
I have a 2010 iron 883 and was wondering what is the best fuel pak to go with V&H Shortshots & Screamin Eagle Heavy Breather ?
The Dobeck EJK is a better way to go. You make you own adjustments on the unit to custom tune yourself. With the fuelpak all you have are the numbers that V/H give you.
Are you looking for power? The V/H is not considered a good unit for this by most people, as jdaws said - no adjustability. Dobeck is a decent unit, Power Commander is a good unit, Screaming Eagle is the best unit - most adjustability, greatest range of adjustments.
Are you looking for reasonable cost? The Nightrider X14iEDs are the second best "bang for the buck," as they are only $100 for the pair, and under five minutes to install. The best inexpensive tuner is the stock ECM. It will compensate for the exhaust and intake changes just fine, no need for any add-on.

Check out the Dynojet Power Vision from Fuelmoto. I really like mine so far. Very easy to use and no install because it does not stay on the bike. It gives you lots of options if you plan on doing more upgrades in the future (1200 kit, cams, etc.). If you buy it from Fuelmoto they can have it pre-loaded with a custom tune for your upgrades. I took me less than 5 minutes to re-flash my ECM and the tune is good.
