Shouldn't have to find neutral until you come to a stop. It's half a click up from first, but you won't find it during regular shifts rolling down the highway.
I also hear if your oil is old you'll have trouble finding it.
Depending on your answers to the questions asked by Wahlumsurfer and the statement made by Superfly3176, I would check/change primary oil and adjust the primary chain . Just my 2 cents worth
I know when my Iron was new it was extremely hard to get into neutral, it kept skipping past. Once the engine and tranny were broken in it became much easier to find. the dealer where I bought the bike warned me of this in advance, and it was true.

Didn't work out with me that way. Tech said he doesn't want to do anything yet. Come back at 1000. Still had that issue. At the end of the service, it works like it should.
I had to roll the bike forward and backwards or rev the motor up to get it to shift.
Tech was reluctant to simply adjust it because he said it was breaking in and we need to see where it is AFTER 1000 and see what happens.
