Well Barry, looks like you might be right. Even though the Res on mine didnt fix it.
When I was draining the tank, the flow out of the petcock was next to nothing until I pulled the vacuum hose off the petcock.
I thought the inverse would have happened, so Im thinking something in my petcock is funky.. and this could have been leading to the carb bowl filling, but very slowly, so when I ripped on the throttle it for any amount of time, the bowl was drained. leading to the bike shutting off and explains why it wouldn't start up right away, it had to wait for the bowl to fill up again.
I do not have the vacuum type on mine but if you do a search on here you will find that most replace it with a manual one and plug the vacuum line. What you described as your problem was exactly how mine was acting when mine went bad. Hopefully it fixes your problem and the rust showing on your screen is not a major issue with the tank. Clean it all out and replace the petcock with a good high flow.
