Default frame adjustment

Is there an easy way to tweak the part of the frame that the rear fender mounts to?
I need to pull it out a little. It seems to be a little close to the tire. Like if it has been bent in.
I know it's steel or iron so i don't know an easy fix. I'm concerned that the bolts from the backrest
and rear turn signals will shred my tire.

None that I'm aware of. If your bike is less than two years old it could be a warranty issue to take up with your dealer.

First I would take it to the dealer because of warranty issues.

It is not hard to spread the frame with a hydraulic body jack. What is hard is doing it correctly. You don't want to put a twist in the frame. I would enlist the services of a professional motorcycle frame builder/repairer. They will have the proper equipment to measure and repair your frame.
