No way in hell I would use lowering blocks with the 10" Lick's or 10.5" Burley's as you'd definitely be rubbing. Look in my photo gallery for pics of my '00 model with the Lick's gen I 10"s shocks.
I agree with the above poster. From everything I read on here about suspension is if you go lower than 10" on the shock you are running the risk of rubbing your tire on the fender. So putting a set of blocks on a 10 or 10.5 would put you even farther into that danger zone.
You could go hard tail struts and a spring or air ride seat, which might get you closer to where you want to be. Or you can ditch the fender and trim up the back end to fit a lower shock.
Yup...I just made my own fender and mounts and put it about a half inch above the tire and mounted to the swingarm, but I'm still running 11" shocks...
At my current height I have plenty of room to go lower, would just need to be a stiffer shock and use some different bolts. I found some 11 inch and some 9.75 **** shocks that I like. I just need to do some measuring
