have you considered a down tube fuel cell and a separate bag?
I have a la rosa (kinda a piece of crap) the straps are mounted not really in the exact spots they should be, and the buckles are mounted to close together. Basically I had to make new holes and line it up better myself
Technically is was a "universal fit" from my experience. I'm sure you can get it to work. The mounting straps were superr long which helped. I had to even make new holes so I could get it tight (still flops around)
