I have a 2009 Nighster the wife has a 2005 883L; I can turn on the flashers, turn the key to off and remove the key on both. It has to be some sort of wiring issue.
OP - all of the responses you are getting here look to be from people who all have bikes (and manuals) that are 15 - 20+ years newer than yours.
I don't know how the flashers work on a 91, but I'd look for an answer from someone with a bike of the same vintage before I started trying to troubleshoot what may turn out to be the way it worked in 91.

I agree, the way my 2009 works compared to your 1991 is most likely a lot different.
Good point, I'll check the wiring diagrams in Clymer and see if everything is as it should be. It's cold out there tho' with all this snow, might wait until it warms up a bit. LOL.
I just went out and tried mine, it's a 94 Softail. Here's what I found.
I can remove My key from the ignition with it in any position.
So try putting your ignition into ACC. this should leave the headlight off and give power to the lighting circuit only, and remove the key.
The hazards should work.
The manual said to turn the key off and remove the key after turning the flashers on. Dave keeps posting he can't get it out in accessories. Did you try it in off?
In off, nothing should work. He should be able to remove his key in any position (I can anyway). I could be wrong, but You shouldn't have to ride with the key in the ignition all the time, that's a good way of snapping it off in there.

But if these match yours, there is no ACC. position. I think your SOL, your might head light will stay on too as well as leaving the ignition "hot".
Your best bet is to rewire the lights to a separate switch. But this could be a hassle, as it'll be one more thing you have to remember to shut off.
Depending on your learning curve, you should only forget once.
